La Habra Heights County Water District
General Manager / Secretary
Has worked at the District since April 1, 1982. Hired initially as a Utility Worker I, he moved through the ranks to eventually become General Manager in 2002. Mr. Gualtieri has achieved various State of California water certifications. He has a State of California Department of Public Health Water Treatment Grade 3 and Water Distribution Grade 4 certifications. Attained an Associate of Science degree in Water Utility Science from Rancho Santiago College and a Bachelor of Science in Business Management from the University of Phoenix.
Superintendent
Began employment with the District in September 2004 as a Utility Worker I. He was promoted to Utility Worker II in September 2005. Joe attended Mt. San Antonio College, taking classes in water technology, treatment, and distribution. He attained his State of California Department of Public Health Water Distribution and Treatment Grade 3 certifications. In August of 2006 Mr. Matthews was promoted to Utility Worker III and in January 2017, he was promoted to Superintendent. He attained his Bachelors degree in April 2022 from Los Angeles Pacific University.
Treasurer / Office Manager
Worked in the water industry since 1989. Hired in 1994 as Treasurer/Office Manager. In 1984, Ms. Wagstaff earned a Bachelor of Science degree in Accounting at Southern Illinois University and attained her Certified Public Accountant certificate.
Management Assistant / Accountant
Started employment as a temporary employee in August 2002 as Data Entry Operator. She was hired as a regular employee in March 2003. In August of 2005 Michelle was promoted to Management Assistant/Accountant. In 2006, Michelle earned an Associate of Science in General Studies from Rio Salado College and her Bachelor of Science in Business Administration from the University of Phoenix.
Customer Service / Account Clerk
Started employment as a temporary employee in September 2005 as Customer Service /Accounting Clerk. In January 2006 Leslie was hired as a regular employee.
Utility Worker I
Began employment with the District in July 2003 as a Utility Worker I. Dale attended Rancho Santiago College and achieved his State of California Department of Public Health Water Distribution Grade I certification.
Utility Worker III
Has worked at the District since April 2018. Mr. Ramirez has achieved various State of California water certifications. He has the Orange County Backflow Testing, State of California State Water Resources Control Board Water Treatment Grade 2 and Water Distribution Grade 4 certifications. Mr. Ramirez studied Water Utility Science at Santiago Canyon College.
Utility Worker II
Has worked at the District since June 2018. Mr. Cerda achieved his State of California State Water Resources Control Board Water Distribution Grade 2 and Water Treatment Grade 2 certifications.
Utility Worker I
Has worked at the District since February 2018. She has taken various water-related courses at Fullerton and Citrus College. Ms. Savage achieved her State of California State Water Resources Control Board Water Distribution Grade 2 and Water Treatment Grade 2 certifications.
Utility Worker I
Has worked at the District since September 2022. He has taken various water-related courses. Mr. Briseno achieved his State of California State Water Resources Control Board Water Distribution Operator Grade 1 certificate.
